From consumer advocacy to the spokesperson's podium at Malawi's revenue authority, to editorial work for Africa's continental tax body — a career built on one conviction: institutions earn compliance by earning understanding.

The throughline

Steven Kapoloma's career began in consumer advocacy, representing citizens against institutions. He has spent the two decades since inside those same institutions — the Malawi Revenue Authority, the Revenue Appeals Tribunal, the African Tax Administration Forum — building the communication systems that let public institutions earn, rather than assume, public trust.

He served as the Malawi Revenue Authority's spokesperson for sixteen years and its Head of Corporate Affairs for eleven, managing communication budgets exceeding USD 1 million and directing national campaigns behind Malawi's shift toward electronic tax administration. Since 2025 he has advised ATAF, the European Union, UNDP and GIZ through Kapoxy Communications.
